Nghiên cứu này nhằm tìm hiểu các yếu tố ảnh hưởng đến hiệu quả hoạt động của các hợp tác xã nông nghiệp (HTX). Thông tin nghiên cứu được thu thập từ phỏng vấn 75 thành viên các HTX, 2 thảo luận nhóm và phỏng vấn sâu các giám đốc HTX. Nghiên cứu sử dụng phương pháp Analytical Hierarchy Process (AHP) để phân tích các yếu tố ảnh hưởng đến hiệu quả hoạt động của các HTX được xếp theo thứ bậc. Nghiên cứu đã chỉ ra được 6 yếu tố chính: Chính sách, thị trường, điều kiện tự nhiên, kinh tế và đời sống xã hội, năng lực HTX, năng lực thành viên và 36 yếu tố phụ. Trong đó, chính sách là yếu tố có ảnh hưởng nhất, tiếp theo lần lượt là yếu tố tự nhiên, thị trường, năng lực HTX, kinh tế và đời sống xã hội, năng lực thành viên. Các giá trị điểm hiệu quả bình quân tập trung vào yếu tố chính sách và năng lực HTX. Năng lực thành viên, năng lực quản lý, sự tâm huyết của HTX chưa được đánh giá cao. Vì thế, kết quả chỉ ra yếu tố còn hạn chế trong quá trình hoạt động của HTX, từ đó đưa ra các giải pháp nâng cao hiệu quả hoạt động cho các HTX.
ABSTRACT
This study seeks to examine the factors that influence the performance of agricultural cooperatives. Data were collected from 75 households who were the members of cooperatives, two group discussion and in-depth interviews cooperative directors. The study used the Analytical Hierarchy Process (AHP) method to analyze the factors affecting the performance of agricultural cooperatives ranked in order. The study has indentified six main factors: Policy, market, natural conditions, economy and social life, capacity of cooperatives, capacity of members and 36 sub-elements. In which, policy is the most influential factor, followed by natural conditions, market, capacity of cooperatives, economy and social life, and capacity of members. The average efficiency scores focus on policy factors and capacity of cooperatives. Capacity of members, management capacity and enthusiasm of the cooperative have not been appreciated. Therefore, the research results indicated that there were still limited factors in the operation of cooperatives, thereby offering solutions that contribute to improving operational efficiency for agricultural cooperatives.
