Abstract

In the context of climate change and the growing need for sustainable rural development, assessing climate risk at the commune level plays a critical role in supporting decision-making and informing adaptation strategies. However, existing indicator sets still lack adequate validation of their reliability and measurement validity. This study aims to assess the reliability and validity, and to determine the weights of a commune-level climate risk index by integrating Exploratory Factor Analysis (EFA) and Partial Least Squares Structural Equation Modeling (PLS-SEM), based on survey data collected from 145 experts and community representatives across 45 indicators. The findings show that the measurement scales exhibit satisfactory reliability and adequate convergent and discriminant validity. Indicator weights are derived from outer loadings in the PLS-SEM model, reflecting their relative contributions to the overall climate risk construct. The validated index demonstrates strong scientific robustness and practical applicability, thereby enhancing the reliability of climate risk assessment at the commune level and supporting evidence-based adaptation planning.
