Abstract

“Smart Village – Connected Commune” (SV – CC) is a digital transformation model in rural areas with the impact level down to the villages combined with the components of the New Rural (NR) program. In the period 2021 – 2025, the Government sets the target that the NR program must increase in quantity and quality of NR communes through issuing decisions to adjust and supplement NR criteria, advanced NR models. In which, there are a number of directional indicators for NR digital transformation integrated into the criteria. On the basis of reference to the criteria for evaluating NRP in the new stage, analyzing the sets of criteria for evaluating smart village in the world, the research team proposes a set of criteria “SV - CC” including 5 criteria group with 19 criteria and 36 specific indicators. At the same time, we evaluate the suitability and feasibility of the set of criteria compared with the reality of implementing NRP in Vietnam through surveying the response status of some NR communes and the results of implementing the SV – CC model at Phong Hoa comnunes, Phong Dien district, Thua Thien Hue province.
