Abstract
This study examined the relationship between the role of commune-level cadastral officers and land access opportunities from the perspective of Bana and H’re ethnic minority communities in An Lao district, Binh Dinh province. The study applies Partial Least Squares Structural Equation Modeling (PLS-SEM) to analyze data from a survey of 299 Bana and H’re ethnic minority households, complemented by qualitative interviews with 10 experienced informants in the study area. The findings reveal that the role of cadastral officers significantly influences land access opportunities for ethnic minority groups (β = 0.334; t = 7.160; p < 0.01). Notably, these officers are highly valued for their understanding of local customs and traditions, their ability to communicate in minority languages, and their adequate legal knowledge. However, limitations in information technology skills and a heavy administrative workload have impeded the effectiveness of their support for local residents. The study proposes solutions to strengthen the capacity of commune-level cadastral officers, with the aim of enhancing land access opportunities for ethnic minority communities.
